- Manages territorial control and simplified territorial control, and issues:
- decision on construction location
- decision on changing the use of the territory
- decision on the change of the effect of the construction on the use of the territory
- decision on splitting or merging of the territory
- Issues zoning permissions
- Approves simple constructions, field alterations, adjustments and maintenance work
- Issues building permits
- Issues final inspection permissions, or allows early use and test-operation of buildings
- Imposes sanctions
- Performs construction supervision including approval of construction alterations before it’s finished, taking measures to rectify the situation, including the right to suspend the work.
- Allows or orders the removal of building, field alterations or adjustments.
- Issues written consent for the change of building usage.
